With respectful regards.

I have long been desirous of meeting Your Excellency and my failure to do so has caused me great disappointment. On the 30th. instant Major-General Lung Kan Kwong is proceeding to Hongkong to pay his respecte to Your Excellency in order to cement friendly relations. I myself, the Civil Administrator, has intended to accompany him, but owing to the pressure of government business, find it impossible to leave my post. I therefore specially depute the Commissioner of Police, Tang Iu Kwong, to call upon you on my behalf. It will be my bounden duty, so soon 28 I can find a leisure moment, to come down in person and pay my respects. I take the opportunity to send you all good wishes.
